भृत्यैर्विना स्वयं राजा लोकानुग्रहकार्यपि ।Meaning:
मयूखैरिव दीप्तांशुः तेजस्यपि न शोभते ॥
A king (leader), though he looks after the welfare of the people, does not shine without the help of his subordinates. Though the sun is radiant, it does not shine without its rays.
